Regulations on the Open Microfilm Contest within the 

20th Spirit of Fire International Debut Film Festival

1. General Provisions

1.1. This Regulation defines objectives, goals and procedure for organizing and holding an Open Microfilm Contest within the 20th Spirit of Fire International Debut Film Festival (hereinafter if Contest), its organizational and methodological support, procedure for participation and determination of winners.

1.2. The primary idea of the Contest is to create a unique platform to generate a system for promoting ideas of social orientation, volunteerism in information space with cinematographic means of artistic expressiveness.

1.3. The Contest is aimed at uniting creative efforts of beginners and professional filmmakers, it shows new heroes of civil society, tells real stories about solving social problems of the local community, inspires social activity and participation in solving social problems.

1.4. The Contest shall be held in absentia.

1.5. Organizers of the Contest are

·    Executive Directorate of the 20th Spirit of Fire International Debut Film Festival (an autonomous institution Ugra-Classic Concert and Theater Center),

·    the Department of Culture of the Khanty-Mansiysk Autonomous Okrug – Ugra,

   The Contest is held with the support of the general partner of the Spirit of Fire film festival, Gazprom Neft.


2. Aim of the Contest 

2.1. Creation of favorable conditions for generating a system for promoting creative ideas, social activity, solving social problems of the community with the help of cinematographic means of artistic expressiveness in the information space.


3. Objectives of the Contest

3.1. Organizing an open creativity contest of socially-oriented films.

3.2. Representation of local cultures through film projects.

3.3. Developing the film environment in the regions where filming takes place.

3.4. Opening new names and creative support of amateur filmmakers.

3.5. Focusing public attention on the problem of artistry and imagery of socially popular films.

3.6. Engaging in cooperation, organizing the exchange of experience, activating the creative process and improving the professional level in production.

3.7. Increasing interest in educational scientific and social cinema.

3.8. Strengthening the traditions of international dialogue of filmmakers to address the current problems of modern cinema, culture and technologies.

3.9. Developing traditions of cinematography as a popular component of artistic culture.

3.10. Competitive support of amateur cinema.


4. Participants of the Contest

4.1. Participants of the Contest are determined on the basis of the Competitive selection of microfilms on the theme "Choice".

4.2. Any interested person (individual authors and groups of authors), without age limitation, who has submitted all documents in accordance with the terms of the Contest, has the right to participate in the Contest:

- Registered social, charitable, non-profit organizations;

- State, municipal and other institutions of culture and education;

- Citizens of the Russian Federation and other states supporting goals and objectives of the Contest.

4.3. The special children nomination of the Contest for children aged 12 to 17 is established.

4.4. Registration of participants in the Contest is carried out by filling out an online application on the website  

4.5. Application is a document necessary for inclusion of works in the list of contestants.

4.6. Contest accepts works relevant to the theme, these Regulations and the Concept of the 20th Spirit of Fire International Debut Film Festival.


5. Procedure, conditions and dates of the Contest 

5.1. The first stage is Preparatory. It lasts from November 10, 2021 to January 18, 2022, includes:

5.1.1. Information about Contest, acceptance of applications (Annex 1-4 to this Regulations if needed in accordance with the age of the participant) for participation.

5.1.2. Applications and works are accepted through the website in the Microfilm Contest section.

5.1.3. One application corresponds to one competitive work.

5.1.4. Applications submitted after the deadline for admission do not participate, works are not allowed to the Contest.

5.1.5. Applications which do not meet the aims and objectives of the International Debut Film Festival Spirit of Fire are not allowed to participate in the Contest.

5.2. The second stage is Qualifying. It lasts from January 19 to January 21, 2022.

5.2.1 The Selection Committee (formed by the Executive Directorate of the 20th Spirit of Fire International Debut Film Festival) shall select up to 20 nominees for participation in the next stage of the Contest.

5.3. The third stage is the Final stage. It lasts from January 21 to February 17, 2022, 12-00 (local time) and consists of the following activities:

5.3.1. Approved microfilms of the Contest are published on the official website of the Spirit of Fire International Debut Film Festival for online voting.

5.3.2. Approved microfilms in the special children nomination of the Contest are also published on the official website of the Spirit of Fire International Debut Film Festival for online voting.

5.3.3. Meeting of the Contest jury on the selection of winners of the Contest will be held February 20, 2022.

5.3.4. The jury consists of representatives of public organizations of the city, workers of culture and art, professional filmmakers.

5.3.5. Personal and quantitative composition of the jury shall be approved by the organizers of the Contest by joint order.

5.3.6. The jury's decision is taken by a simple vote and shall be registered in the Minutes.

5.3.7. Works are not reviewed. Works shall not be returned after the Contest.

5.4. The fourth stage is the Official ceremony of rewarding the winners of the Contest (February 23, 2022, at 19-00).

5.4.1. Announcement of the results of the Contest will take place at the closing ceremony of the 20th Spirit of Fire International Debut Film Festival (22 Mira Street, the city of Khanty-Mansiysk, Concert and Theater Center Ugra-Classic, large concert hall).

5.4.2. The results of the Contest are published on the website


6. General Requirements to Submitted Works

6.1. Works (audiovisual projects) to be submitted to the Contest, must comply with the attached application form. The application form is mandatory for all participants of the Contest. Applications that do not comply with the attached form will not be considered.

6.2. Timing of a microfilm should not exceed 3 (three) minutes. Types, forms, genres of works are not subjects to limitation.

6.3. The microfilm is provided by e-mail in MP4 format.

6.4. Competitive works and applications shall be submitted in Russian and English languages.

6.5. A specialist of the state (municipal) authorities cannot be a project manager.

6.6. Organizers of the Contest establish Film Fund of the Contest.

6.7. Selection of microfilms for Contest shall be carried out according to the following criteria: thematic scope, content, script, sound.

6.8. One participant (a team) can submit no more than 2 works to the Contest.

6.9. All works shall correspond to the main subject of the Contest "Choice", "Life as a Miracle", "I Dream".

6.10. Contest organizers have the right not to include any material in the Contest program without explaining the reasons.

6.11. Materials submitted to the Contest must not contradict the legislation of the Russian Federation, including the law of the Russian Federation "On narcotic drugs and psychotropic substances", the law of the Russian Federation "On the mass media" and the law of the Russian Federation "On advertising".     

6.12. Contest organizers reserve the right to use the works submitted to the Contest before the official announcement of the winners (with affiliation) without payment of the author's fee.

6.13. In case of showing and posting on the Internet and in the media of the Contest works, submitted by the participants, the Organizers are not responsible for complaints from the persons and (or) organizations appearing in these works.

6.14. Participation in the Contest is free of charge. 

6.15. When submitting an application for participation in the Contest, the participant confirms his consent to the processing of his personal data: last name, first name, patronymic, mobile phone number, e-mail address. Winners, in addition to the data listed, shall provide copies of an identity document, personal tax reference number, to receive the prize.

6.16. Organizer guarantees that personal data will be processed in accordance with the applicable legislation of the Russian Federation.

6.17. A participant may withdraw an application for participation in the Contest by sending a written notice of withdrawal to the Autonomous Institution "Concert and Theater Center Ugra-Classic", to the address: 628011, 22 Mira St., the city of Khanty-Mansiysk, or via e-mail:


7. Prizes of the Contest

7.1. According to the results of the Contest, 4 winners shall be determined (the results of the Contest in two nominations are summed up independently of each other):

7.1.1. Winner determined on the results of the Internet voting.

7.1.2. Winner determined after the meeting of the Contest jury.

7.1.3. Winner determined by results of online voting in a special children nomination in the 12-17 age group.

7.1.4. Winner determined after the meeting of the Contest jury in a special children nomination in the 12-17 age group.

7.2. Following the results of the Contest, four prizes will be awarded.

7.3. Prizes are determined by the organizer of the Contest.

7.4. Prizes shall be awarded by the Chairman of the jury.

7.5. Organizers reserve the right to determine the special prizes of the Contest.

7.6. Winners and participants of the Contest may be invited to the awards ceremony by the decision of the organizers (organizers may cover travel and accommodation costs if necessary).


8. Other terms and conditions of the Contest 

8.1. Organizers reserve the right to use competitive works for non-commercial purposes and without paying a monetary reward to the author (the authors' team), but with the obligatory indication of the author's (co-authors) name; reproduction of work for the needs of the Contest and for the purposes of its promotion, in carrying out socially significant events, as well as for broadcasting on television and on the Internet.

8.2. Additional information, comments on competitive nominations and topics, order of registration are published on the official web site.

8.3. Submission of works by a participant for participation in the Contest means the participant's full and unconditional consent to these Regulations.
